An interesting graphic from NPR’s Planet Money series on the cost of college. That’s a 37% increase in financial aid per student since the 2000-2001 school year. The increase is largely paid for by more federal loans, with smaller contributions from federal grants and private loans. Everything else seems unchanged.
We’ve written a number of stories about police officers interfering with citizens who are trying to record the actions of police in public places. In some cases, cops have arrested citizens for making recordings in public. In others, they’ve seized cell phones and deleted the recordings.
The courts and the Obama administration have both said that these activities violate the Constitution. And at least one police department has gotten the message loud and clear.
In a new legal directive first noticed by DCist, Washington DC Police Chief Cathy Lanier explains the constitutional rights of DC citizens and gives her officers detailed instructions for respecting them. She addresses a number of scenarios that have led to controversy in recent years.
“A bystander has the same right to take photographs or make recordings as a member of the media,” Chief Lanier writes. The First Amendment protects the right to record the activities of police officers, not only in public places such as parks and sidewalks, but also in “an individual’s home or business, common areas of public and private facilities and buildings, and any other public or private facility at which the individual has a legal right to be present.”
Hiring continued its slow pace in April as employers added a modest 115,000 jobs to their payrolls.
The jobless rate inched down to 8.1% last month, the Labor Department said Friday, but that wasn’t because more people were employed. Rather, the rate fell as more workers dropped out of the labor force (about 342,000 workers).
The April jobs report was highly anticipated because job growth slowed sharply in March after three strong winter months of payroll gains averaging 252,000.
Job growth last month was bolstered by continued strength in manufacturing, which added 16,000 jobs to payrolls, and professional services such as architecture, engineering and computer systems design also increased staffing.
Wages overall were subdued; average earnings for all private-sector employees went up by a mere penny from March, to $23.38 an hour.

The company is already building its Falcon 9 rockets and Dragon capsules to deliver cargo to the International Space Station and has a $1.6-billion contract to do just that for NASA.
SpaceX plans to send its unmanned Dragon capsule to dock with the International Space Station on April 30 from Cape Canaveral, Fla., in a demonstration flight for NASA. If successful, SpaceX would be the first private company to accomplish the feat.
Now that the space shuttle is retired, SpaceX wants in on the potentially multibillion-dollar job of ferrying astronauts to and from the station. To do that, SpaceX needs to make sure its capsule — which is built to fit up to seven people — is safe.

We were sitting in a comfortable hotel suite in Manhattan just over a week ago. I’d been summoned a few days earlier by Apple PR with the offer of a private “product briefing”. I had no idea heading into the meeting what it was about. I had no idea how it would be conducted. This was new territory for me, and I think, for Apple.
The meeting was structured and conducted very much like an Apple product announcement event. But instead of an auditorium with a stage and theater seating, it was simply with a couch, a chair, an iMac, and an Apple TV hooked up to a Sony HDTV. And instead of a room full of writers, journalists, and analysts, it was just me, Schiller, and two others from Apple.
Handshakes, a few pleasantries, good hot coffee, and then, well, then I got an Apple press event for one.
